Prevented silent entry AMvB

Context and issue

In a meeting with the relevant department, an industry association for healthcare professionals discovered the pending implementation of an ‘Algemene Maatregel van Bestuur’ (AMvB) that had been dormant for years. This AMvB, a policy initiative, would limit the professional autonomy of this medical sub-industry by the expansion of the powers of paramedical professionals in the treatment of patients. The relevant minister had one year – due to upcoming elections – to implement the AMvB.

Approach

The medical industry association – well versed with media customs – was not afraid of some media exposure, however this would require delicate manoeuvring to adhere to the unwritten laws of political The Hague (mores). Coverstations with the ministry were tough whereas the paramedical industry association was given room for manoeuvre. This was a clear indicator it was time to alert the Parliament in its role as a check on the legislator. After thorough research, via a dedicated stakeholder outreach, two spokespersons of parties in both government and opposition were actively informed by tailor made newsletters. This resulted in meetings and led to action of these Members of Parliament: they initiated a round table discussion and posted critical questions in a newly planned ‘Algemeen Overleg’. The silent entry of the AMvB was prevented.

Result

One year on; the minister is ‘demissionary’. the AMvB was not implemented, the dialogue with the ministry is activated (together with the paramedical industry association) and the implementation is on hold for the time being.
